Can you see whales from Tofino, or do I have to take a whale watching charter?

It's rare to see whales from the town of Tofino. It is possible to see Gray Whales and the occasional Humpback Whale on the outer coast, but access is almost always via a hiking trail. Orcas come into the harbour every once and a while Gray's used to go into Grice Bay all the time, but over a few seasons they just stopped. Weird.
